2010 Judges
Cap City is pleased to announce an exceptional panel of judges for the 2010 Festival. This year's judges will be:
Marching: Mr. Bill Watson
Bill Watson has been a music educator for 29 years and is currently Director of Fine Arts for the Lewisville Independent School District. Previously he was Director of Bands at Richland High School in the Birdville Independent School District, and Director of Bands at Spring High School, Associate Director of Bands at Westfield High School, and Director of Bands at Wells Middle School, all in the Spring Independent School District. During his tenure, the marching bands at his high schools have won numerous marching festivals, including five Texas UIL State Championships, nine Bands of America Regional Championships, and the 1993 Bands of America Grand National Championship. Watson has 12 years of drum corp experience as a brass and music ensemble instructor. He worked for the Sky Ryders from 1991-1992, the Cavaliers from 1995-1997, Santa Clara Vanguard from 1993-2003, and is in his fourth year with the Blue Devils. Watson has taught with nine top five corps and with two DCI World Champions. He has served on the Bands of American Advisory Board for ten years and has also served as the Texas Music Adjudicators Association Marching Band vice-president. He serves as a judge and clinician throughout the United States. Professional affiliations include TMEA, TBA, TMAA, and Phi Beta Mu.
Music: Dr. Tom Shine
Tom Shine, the 2010 Texas Bandmasters Association Bandmaster of the Year, retired last year after 30 years as Director of Bands for the Duncanville Independent School District and 40 years as a Texas music educator. He taught in the Angleton, Austin, and Lampasas school districts prior to coming to Duncanville in the fall of 1980. Dr. Shine received a Bachelors and Masters in Music Education from the University of Texas at Austin and a Ph.D. in Secondary Education from the University of North Texas. Dr. Shine is in his 25th year as Region XX Band Chairman for TMEA and UIL and previously served as the Region President. He has also served TMEA as an Area Chair and as an All-State Organizer. He was a Vice-President for the Texas Music Adjudicators Association for seven years from 1993-2000, during which time he conducted both concert and marching band adjudicators' workshops. Dr. Shine also served on the TMAA Committee on Standards of Adjudication and Performance Practices from 1991-1993. During his tenure in Duncanville, the bands have won three State Championships in marching, in 1986, 1990 and 2002, and have been a finalist 14 times. Duncanville is Texas' only 5A school to finish in the State Finals every year since 1988. The DHS Wind Ensemble has three times been named AAAAA State Honor Band, in 1998, 2004, and 2008 and has been a finalist in the biennial competition eight times. Under his direction, the DHS Wind Ensemble has never earned less than a superior rating in competition, earning 30 consecutive UIL Sweepstakes. From 1981-1998, the DHS Band won the Sweepstakes Award at the Texas State Solo-Ensemble Contest, indicative of the most gold and silver medals in Class 5A. The Duncanville Band program holds both of the John Philip Sousa Foundation Sudler Awards: The Sudler Flag of Honor (Concert Band) in 1988 and the Sudler Shield of Honor (Marching Band) in 1998. In addition to TMEA and TMAA, Dr. Shine's memberships include the Texas Bandmasters Association, the National Band Association, and Phi Beta Mu. He serves as an adjudicator and clinician for both concert and marching bands in Texas and around the United States.
Color Guard: Mr. Richard Lopez
Richard Lopez is the president of the Texas Education Colorguard Association (TECA) and has been an instructor and show designer since 1978 for many Texas high school color guards and bands. Lopez has designed shows for multiple indoor color guard state champions, eight UIL Texas state marching finalists, and four WGI regional champions. He has also designed numerous programs for state solo and ensemble color guard champions. Lopez is also a marching band drill designer. In 2008 Lopez's drills earned six UIL first divisions and two places in the UIL AAA state marching competition. In 2009 his drills earned seven UIL first divisions and one AAAA Area finalist. Other awards for his shows were three USSBA regional open 5 champions and the USSBA open VI state champion. Lopez is the owner of Performer's Academy, a consulting company for the visual arts that offers show designs for marching bands and color guards, as well as private lessons in rifle, saber, flag, movement, and competition preparation. He is an active member of Texas Music Educators Association and Texas Bandmasters Association.
Percussion: Mr. Rick Rodriguez
Rick Rodriguez has become a well-known and respected percussion clinician around the country and holds a Bachelor's degree in Music Education from the University of North Texas. He is currently in his first year as percussion director at Cedar Ridge High School in Round Rock. Rodriguez was previously the percussion specialist and wind ensemble assistant at Spring High School for 16 years. During his tenure at Spring High School, the Spring Percussion Ensemble won and received numerous awards and honors in both marching and concert activities. Some of these honors include the Midwest Band and Orchestra Clinic, the National Concert Band Festival, and Bands of America marching events along with many other festival performance and drum line awards. Rodriguez has performed in and instructed the world-famous University of North Texas P.A.S. Drum Line and was a snare drummer and staff member of the Concord Blue Devils Drum and Bugle Corps. He has also worked with Phantom Regiment and Blue Knights and was on the adjudicating staff for Drum Corps International (DCI) for four years. He is a busy private teacher and percussion master class consultant year round, while also writing and arranging various percussion ensemble and drum books. He has taught and/or arranged percussion music for many top high school percussion ensembles throughout the state, including Spring High School, Westfield High School, Marcus High School, Cedar Park High School, and Haltom High School. Rick Rodriguez is currently endorsed by the educational programs of Pearl Drums, Vic Firth Sticks and Mallets, Evans Drum Heads, and the Zildjian Cymbal Company and has published works by Boosey & Hawkes and C. Allan Publications.
